Payment Options


The City of Dubuque Utility Billing Customer Portal is now live.  All previous WaterSmart customers will need to create a new account using their account number and customer ID number found on their August/September 2023 utility bill.

Automatic Clearing House Payment (ACH)

A payment option for customers to have their utility billing payment withdrawn from their financial institution account on the utility bill due date. To sign up for ACH bill payment, fill out the ACH Authorization Form.

At City Hall

Payments can be made at Utility Billing on the first floor of City Hall located at W. 13th St. Hours are 7 a.m. - 5 p.m. Monday through Thursday and 7 a.m. - 1 p.m. on Fridays.

By Phone

Payments can also be made by phone 24/7 by calling 563.589.4144 and then selecting option #1 for phone payments. E-check payments will have no fee. Credit cards will have an applicable transaction fee.

By Mail

Checks can be mailed to: Utility Billing, City Hall, 50 W. 13th St., Dubuque, IA 52001.

13th St. Drop Box

Payments can be placed in the drop box located outside City Hall at the 13th St. entrance.

Payment Plan Options Available

The City of Dubuque is offering utility bill payment plans for up to 12 months to assist customers negatively impacted by the COVID-19 pandemic. The payment plans are customized and developed with the Utility Billing staff. The process does not require any forms. For more information, email Utility Billing or call 563.589.4144.

Process for Late Payments

If your utility payment is not received by the due date, a 5% penalty is added to your monthly bill. Accounts are subject to disconnect when the balance is over $125 and the account is more than 30 days past due. 

In the event of a disconnection, a $50 disconnect fee is charged to the customer. The water will not be turned on until the entire account balance and disconnect fee are paid in full. Payment must be made by credit card or cash. Please note, if payment is received after 3 p.m. water service will be turned on the next business day.
