Payment Options

Effective Aug. 1, 2021, the City of Dubuque is resuming water service disconnects for past due utility accounts. To avoid disconnection, please pay your account in full or contact Utility Billing at 563.589.4144 for information on payment plans and assistance programs.

WaterSmart

WaterSmart is Dubuque’s free water management tool and online payment portal for City of Dubuque water customers. You can view and pay bills, track daily water usage, see how your usage ranks compared to similar households, view tips on how to save water and money, sign up for leak alerts, and more!

At City Hall

Payments can be made at Utility Billing on the first floor of City Hall located at W. 13th St. Hours are 7 a.m. - 5 p.m. Monday through Thursday and 7 a.m. - 1 p.m. on Fridays.


By Phone

Payments can also be made by phone 24/7 by calling 563.589.4144 and then selecting option #1 for phone payments. E-check payments will have no fee. Credit cards will have an applicable transaction fee.


By Mail

Checks can be mailed to: Utility Billing, City Hall, 50 W. 13th St., Dubuque, IA 52001.


13th St. Drop Box

Payments can be placed in the drop box located outside City Hall at the 13th St. entrance.


Automatic Clearing House Payment (ACH)

A payment option for customers to have their utility billing payment withdrawn from their financial institution account on the utility bill due date. To sign up for ACH bill payment, fill out the ACH Authorization Form.


Select Bank Locations

Payments can be made at  U.S. Bank, Dubuque Bank and Trust, and Fidelity Bank locations if you are a bank customer.

Payment Plan Options Available

The City of Dubuque is offering utility bill payment plans for up to 12 months to assist customers negatively impacted by the COVID-19 pandemic. The payment plans are customized and developed with the Utility Billing staff. The process does not require any forms. For more information, email Utility Billing or call 563.589.4144.

Process for Late Payments

If you are unable to make your utility payment by the due date, a 5% penalty is added to your monthly bill. Customers who are delinquent receive an automated reminder call and a delinquent notice in the mail.

Accounts are subject to disconnect when the balance is over $25 and the account is more than 30 days past due. In the event of a disconnection, a $50 disconnect fee is charged to the customer. The water will not be turned on until the entire account balance and disconnect fee are paid in full. 

Note, due to COVID-19, the City of Dubuque has suspended water shut-offs temporarily.
