Utility Billing

The City of Dubuque Utility Department provides the following services: 

  • Water
  • Sewer
  • Stormwater
  • Refuse & Yard Waste Stickers

There is always a utility bill associated with a property unless the property has no impervious (non-absorbent) area and no water service line. Inactive water accounts are subject to a monthly minimum water bill and monthly stormwater charge. Utilities are billed monthly.

Customer Payment Portal

Use the customer payment portal to access features such as online bill pay, e-billing, current and past bills, unusual water usage and other alerts, auto-pay, and more. Customers may choose to create a login to access and utilize all portal features, or make a one-time payment by entering their account number and customer ID, which are located in the top left corner of their utility bill. Discounted City Utilities Program

The City offers income-qualified residential customers a reduction in monthly fees for all four City utilities (water, sanitary sewer, refuse collection, and storm water) of up to 50% of the base rate. Learn more about the discounted utilities program.
